Is there a way to get the new Dragon Age 2 dlc (items) on ps3 without using the ps network?

Let me be clear I AM looking to purchase it, not find some odd backdoor way to get the dlc. I was just curious since the psn is down for who knows how long if there is another way to get the dlc through a legit/legal source that ps is alright with? no ps3 dlc can only be obtained over the psn, otherwise it is impossible.
Dragon age has its own servers, but you probably still need to bounce off and log in to psn. Several games won't even play single player, without psn access from what I have been reading.

Unfortunately, there is no way to get this DLC, unless the PS Network is online.

Sony stated on their official blog that they expect the PSN network to be up by Tuesday, May 4. However, Sony stated that if they feel the network is not fully secure by this time, then they will not bring the network online.

Nope. The PS3 must use PSN to download DLC or other items.
